Personal Biography
Engr. Jose Lagayan is a licensed Mechanical Engineer and the President of Solcrest Integrated Corporation. Throughout his career, he has become a trusted technical resource for colleagues, clients, and project teams seeking guidance on mechanical works, equipment concerns, maintenance requirements, and complex engineering problems.
Known for his strong interest in research and problem-solving, he carefully studies each technical challenge, identifies its root cause, and develops solutions that are practical, technically sound, and suited to actual operating conditions. Resolving difficult engineering concerns and seeing systems perform reliably has always been a source of professional fulfilment for him.
He also possesses extensive working knowledge of American Petroleum Institute (API) standards and other applicable engineering codes, industry standards, manufacturer requirements, and client specifications. He consistently applies these references in project planning, equipment evaluation, maintenance, rehabilitation, installation, testing, and commissioning to promote safety, reliability, quality, and regulatory compliance.
He has led and supported more than 200 projects involving oil and gas facilities, power plants, commercial properties, water systems, and other industrial operations. His experience covers mechanical systems, industrial operations, maintenance, construction coordination, equipment procurement, contractor management, commissioning, and project turnover.
At Solcrest, he provides strategic and technical leadership while working closely with clients, engineers, suppliers, contractors, and site personnel. His objective is to ensure that every project is properly studied, carefully planned, safely executed, and delivered according to its intended purpose.

He has consistently incorporated applicable API, ASME, NFPA, ISO, manufacturer, and client standards into project assessments, technical recommendations, scopes of work, equipment specifications, work procedures, inspections, testing, and commissioning activities.
Rather than relying solely on standard or ready-made solutions, he conducts technical research, reviews available technologies, evaluates site conditions, and determines the most suitable approach for each application. This standards-based and problem-solving mindset continues to shape Solcrest’s approach to engineering and project delivery.

Engr. Catherine Miranda-Lagayan is a Chemical Engineer, an MBA graduate of Ateneo de Manila University, and the Vice President of Solcrest Integrated Corporation.
She has extensive experience managing high-risk oil and gas operations, where safety, regulatory compliance, operational reliability, and timely decision-making are critical. Throughout her career, she has handled multiple engineering, operational, and improvement projects involving fuel terminals, storage facilities, logistics systems, and other mission-critical operations.
Recognised as a multi-awarded fuel terminal manager, she has developed and implemented best practices that improved safety performance, operational efficiency, asset reliability, workforce engagement, and overall terminal management. Her leadership has consistently demonstrated how disciplined systems and practical improvements can produce measurable and sustainable results.
At Solcrest, she helps steer the company’s direction and serves as its strategic driving force. She leads business planning, organisational development, operational strategy, project governance, and continuous improvement while ensuring that the company’s technical capabilities remain aligned with its long-term goals.
